A detailed stocktaking exercise was undertaken to assess regional, national, and sectoral progress towards the desired outcomes. These complementary perspectives provided a structured and accessible overview of the state of the Blue Economy across ASEAN, while recognising variation in progress across countries, sectors, and governance scales.

The regional snapshot offered a high‑level view of shared areas of advancement and ongoing development, contributing to discussions on future regional alignment, while national snapshots captured country‑specific contexts to support alignment between regional ambitions and local realities. Sectoral snapshots added depth by highlighting cross‑cutting challenges, opportunities, and interdependencies within key blue economy domains. Taken together, the snapshot approach supported evidence‑based planning and strengthened the foundation for coordinated delivery of the Implementation Plan.
